A clouded lens fails long before the bulb does
Headlight lenses are plastic, and in this climate they oxidize. The yellowing happens slowly enough that most people never notice their own car getting darker, and the bulb is still working perfectly, so nothing ever prompts you to deal with it. What has actually happened is that a good part of the light is being scattered inside the lens instead of landing on the road ahead of you. Restoration takes the oxidized layer back and brings the lens clear again.
When it is worth booking
If the lenses have gone milky or yellow, or if the car is more than a few years old and has lived outside, it is worth doing. It also makes an obvious difference to how the front of a car reads, which matters if you are about to sell it. Note that headlight restoration and the engine compartment wipe down both need to be booked with a detailing package or a regular wash when the address is more than ten miles out. It is also included as part of the Super Exterior package rather than charged separately.
